# OutboxState

Lifecycle of an outbound record:
`pending` → (begin/claim) `sending` → `sent` (provider id recorded) | `failed` (retry later) |
`dead` (gave up). A `sending` record whose lease expired is AMBIGUOUS — the process died
between calling the provider and recording the outcome; it becomes `unknown` (policy
`'skip'`) or is sent again (`'resend'`).
